A man fishing a lively river with improbable bait.
It is not so clever. 

The joke relies on the art, not on pop-uppery. 

The design is a standard V mechanism, a symmetric upright V upon which content is attached. More than one V, as many as needed to convey the joke, aligned as closely to perfect mathematically parallel as possible in a chevron arrangement, as stripes on a sergeant's sleeve, glued upright across the central fold.
Halfway opened and still no indication that anything is going to happen.
Even this far opened everything is still flat and mostly upside down. 
This was sent to my younger brother for his birthday.
